Executive Regulation 2025 The Executive Regulation related to gas systems in Abu Dhabi provides the detailed framework for implementing the provisions of the Unified Gas Law, ensuring the safe, efficient, and environmentally sound use of gas across the Emirate. Issued by the Department of Energy Abu Dhabi, the regulation outlines technical, safety, operational, and licensing requirements for the design, construction, operation, and maintenance of gas systems. It covers all types of gas systems, including natural gas, liquefied petroleum gas (LPG), and other fuel gases used in residential, commercial, and industrial sectors. 

The regulation also defines the roles and responsibilities of stakeholders, enforces compliance through inspections and penalties, and supports the Emirate’s energy security, public safety, and sustainability goals.
This regulation is a key instrument in standardizing practices and ensuring adherence to international best practices within Abu Dhabi’s gas sector.

Unified Gas Code
The Unified Gas Code is a comprehensive regulatory document being developed by the Department of Energy Abu Dhabi to standardize and govern all aspects of gas systems across the Emirate. It aims to unify technical, safety, and operational requirements for the design, installation, operation, and maintenance of gas infrastructure, including natural gas, LPG, and other fuel gas systems.
 The Code will apply to all stakeholders developers, consultants, contractors, operators, and end-users and will cover residential, commercial, and industrial applications. It is being developed in alignment with international best practices and local regulations to ensure safety, efficiency, environmental compliance, and energy security.

Once implemented, the Unified Gas Code will serve as the single reference framework for gas-related activities in Abu Dhabi, replacing fragmented standards and supporting a resilient and sustainable gas sector.
