The DoE has been mandated as the Competent Authority to regulate all aspects of trading petroleum products (for all non-ADNOC private operators) – as defined in Federal Law 14 (2019) and mandated within the Emirate of Abu Dhabi through Abu Dhabi Law No.5 (2023).

The DoE is establishing a new regulatory framework and executive regulations (for gas systems in buildings) to govern the trading of petroleum products in the Emirate of Abu Dhabi. This framework ensures that stringent standards are applied to petroleum products trade, safeguarding the well-being of the community and businesses.

This new framework affects two major stakeholder groups:

1. Commercial and Industrial petroleum stakeholders (Product Manufacturers, Traders, and Service Providers)

2. Building Owners and Tenants (Commercial, Residential and Industrial Buildings Residents, Tenants and Owners)

Petroleum law and regulation

The DoE takes the lead in developing a robust regulatory framework for trading petroleum products in the Emirate of Abu Dhabi. To ensure compliance with Federal Law No. 14 (2017) and Abu Dhabi Law No. 5 (2023), the DoE is going to activate the regulatory framework and regulations for petroleum products sector.

1. Relevance to commercial and industrial petroleum stakeholders (product manufacturers, traders, and service providers)

The DoE understands the importance of collaboration with stakeholders involved in the petroleum products trade, therefore, this new regulatory framework will be developed in close partnership with relevant stakeholders, private operators, industry associations, and other relevant parties within the petroleum products sector.

Through dialogue and consultation, the DoE will actively seek to understand the industry's needs and challenges. By fostering open communication channels and coordinating efforts, DoE aims to create a harmonized and well-coordinated regulatory landscape that aligns with industry best practices and addresses the evolving needs of the market.

New permit requirements

To ensure the safe and efficient operation of petroleum product trading activities, the DoE is establishing a comprehensive technical permitting system. This system will outline the requirements and procedures for obtaining permits related to various aspects of the trade.

Permit request

The permitting process and new permit requirements will be effective by 15 September 2023. Once live, the license and permit requests can be made easily and conveniently through the TAMM portal, which provides an automated and fully online application process.

2. Relevance for Building and Tenants (Commercial, Residential and Industrial Buildings)

Emirate-wide inspection

The DoE is committed to high safety standards and regulatory compliance for petroleum-based gas products in buildings across Abu Dhabi. To achieve this, a community-wide inspection will be conducted, where authorized third-party inspection firms appointed by the DoE will assess compliance with safety and security regulations in residential units, commercial buildings, and communities across Abu Dhabi. These inspections will focus on the safety of centralized LPG gas systems in buildings.
